The Report

In April 1956, a Marine staff sergeant led 75 recruits into Ribbon Creek at night. Six recruits drowned. Ada finds the commanding officer's pre-incident report — submitted three days before the march — documenting the sergeant's unauthorized disciplinary methods and recommending formal review. The report was received. Nothing was done. The base commander testified at court-martial that he had no prior knowledge. Ada finds the clerk who logged the report.
