The Flood

The Salton Sea was created by accident when an irrigation canal failed and the Colorado River flowed uncontrolled for two years. The engineering firm documented the failure risk three months earlier. Ada finds the project engineer's private correspondence — the letter naming the flaw, the company's response, and his counter-response containing one sentence never in any record: 'If this canal fails it will not be a flood, it will be a deliberate one.'
