The Survey

US Steel built Gary, Indiana in 1906 and owned its government, housing, and workers. Ada finds the company's 1909 internal engineering survey documenting carcinogenic industrial runoff entering the drinking water supply — addressed to the board. Alongside it is the board's response: a memo approving $2,000 to 'resolve the perception problem.' The city's drinking water was not remediated until 1962.
